IMPLEMENTED MONITORING FOR PROACTIVE TRANSPARENCY OF PUBLIC ENTERPRISES FOR THE YEAR 2025
The Agency for the Protection of the Right to Free Access to Public Information monitored public enterprise websites under the competence of the municipalities and the Government of the Republic of North Macedonia. The goal was to evaluate these institutions’ proactive transparency, that is, the publication of public information without the need for an official request.
The monitoring showed that out of 43 monitored information holders, 6 have a high level of transparency, 25 have a medium level, and 12 have a low level. The most transparent are P.E. Communal Hygiene – Skopje, Public Enterprise for Railway Infrastructure – Railways of the Republic of North Macedonia – Skopje, and P.C.E. Derwen of Veles.
However, many websites are not sufficiently accessible or user-oriented. Information is often hard to find, and websites are not adapted for people with disabilities. This indicates a need to improve the structure and design of web pages to facilitate information access.
In general, public companies show a medium level of proactive transparency. Continuous work is needed to improve the availability and organization of information on their web pages to ensure a more efficient exercise of the right to access information and to increase citizens’ confidence.
The Agency also prepared a comparative analysis of the active transparency of public enterprises under municipal jurisdiction in 2021, 2023, and 2025.
“Informed citizens, satisfied citizens” is the maxim for transparent institutions.
