WOMEN DOMINATE AMONG PUBLIC INFORMATION OFFICERS – AGENCY ANALYSIS SHOWS

The Agency for Protection of the Right to Free Access to Public Information has published an Analysis of Gender Representation among Holders of Information, showing that women dominate in most institutions involved in ensuring the right to access public information.

According to the analysis, out of a total of 1,776 public information officers, 1,175 are women (66%) and 601 are men (34%). The highest representation of women is observed in state administration bodies (73%), educational institutions (71%), and healthcare facilities (68%), while political parties are the only category dominated by men (74%).

The Agency emphasizes that these figures indicate not only gender distribution within the public administration but also broader institutional trends related to women’s involvement in transparency and accountability processes.

“Women are key drivers in the implementation of the right to free access to public information, but greater participation is still needed in decision-making processes and leadership positions,” the analysis notes.

The study also examines the gender structure of participants in the trainings organized by the Agency. During 2024, women accounted for 87% of participants, while men made up 13%. In the first half of 2025, a more balanced distribution was recorded – 68% women and 32% men.

The document also includes recommendations for improving gender equality, including:

  • Developing integrated gender policies within the public sector;
  • Encouraging women’s participation in decision-making processes;
  • Improving gender balance in male-dominated sectors;
  • Promoting best practices from inclusive sectors.

The Agency highlights that gender representation among holders of information is an important indicator of institutional culture and the level of democratic capacity, and that gender balance is a prerequisite for greater public trust and effective transparency of public institutions.
